Types of Building Regulation Applications in Cornwall
Cornwall Council offers four types of building regulation applications. Each serves a different purpose, and choosing the right one depends on the nature, complexity and status of your project.
Full Plans Applications
Full Plans is the most comprehensive application type, required for all non-domestic work, higher-risk projects, and cases needing detailed plans. Domestic projects may also use Full Plans.
You must submit architectural and structural plans, specifications, calculations, and drainage details. Cornwall Council surveyors check compliance and may issue conditional approvals. Site inspections occur at key stages like foundations and completion.
Fees include a plan deposit on submission and inspection fees during work. New buildings must also submit a Regulation 25A form covering energy efficiency and decentralised energy options.
Building Notice Applications
A building notice is suitable for simpler domestic building work - small extensions, loft conversions (depending on size) and minor domestic alterations. You don't need to submit full technical drawings upfront, but you must provide a location plan and be prepared to explain construction methods during each site visit.
Building Notice applications are not permitted for:
Non-domestic buildings
Holiday accommodation
Flats with shared or common areas
Work above or within 3 metres of a public sewer
Note that Building Notice fees are typically higher than the Full Plans equivalent for similar-scale work, because the building control officer must do more checking in situ rather than pre-assessing drawings.
Regularisation Applications
If building work has been carried out without the required approval, a Regularisation application provides a way to demonstrate retrospective compliance. Only Cornwall Council, acting as the Local Authority Building Control body, can process these applications and issue Regularisation Certificates. Registered Building Control Approvers (previously known as Approved Inspectors) cannot certify unauthorised work retrospectively.
The work must have been carried out after 11 November 1985. You'll usually need to provide drawings, construction details and, where appropriate, structural calculations or reports. In some cases, Building Control Surveyors may ask for parts of the completed work to be opened up so they can inspect hidden elements and confirm compliance with the Building Regs that applied when the work was completed. If the work meets the required standards, Cornwall Council will issue a Regularisation Certificate.
It's important to understand that submitting a Regularisation application does not prevent enforcement action where dangerous or non-compliant work is identified.
Fees are generally calculated as the equivalent Building Notice charge plus 40%, or the combined Full Plans and inspection fee plus 40% where a Building Notice would not have been appropriate. These fees are zero-rated for VAT. Current charges can be found on the Cornwall Council website.
Reversion Applications
If a project commenced under a Registered Building Control Approver (formerly Approved Inspector) but that provider ceases to oversee the work, due to loss of insurance, ceasing trading, or unresolved regulatory issues, control reverts to the Local Authority. Cornwall Council provides a bespoke fee quote for each reversion case, also zero-rated for VAT.
